We started off having 2-digit postal codes – 01 to 28, from Raffles Place being postal district 01, increasing as it moved away from there (more or less).
The postal code increased to 4 digits to identify a smaller area where the address was located. There were 0101 to 2880 – the first two numbers are from the original 2-digit postal code. The following numbers are other numbers that do not repeat: 0101 to 0106, 0207 to 0208, and so on.
The third change was to drop the first two digits and add a 4-digit code to identify the building or house. HDB block nos did not repeat in their area, so the 4-digit code was the HDB block no. If your block were 123, your postal district would be 120123.
Do note that if you are looking to buy or rent a place in District 12, the “12” is not on the current postal codes like 120123 (which is in Clementi) but on the original 2-digit postal code (which is Balestier, Toa Payoh, and Serangoon areas).

You’ll see a lot of information when you look at virtually any address. There’s the recipient’s name, possibly a company name, and the address. The address portion alone contains a pre-directional, house number, and post-directional street type (ST, RD, CIR, etc) for most of the country. Using all 11 digits of the ZIP Code results in a unique identification code for your house and for every other address served by the USPS. Chaos is eliminated. And the real purpose of postal codes was revealed.
